China to advance military and civilian mapping development
The Opinions on Advancing Military and Civilian Integrated Mapping Development jointly formulated by the State Bureau of Surveying and Mapping (SBSM) and the Surveying and Mapping Bureau of the General Staff Headquarters (SMBGSH) of the Chinese People’s Liberation Army (PLA) began to be implemented in the military and civilian mapping field as of March 31, 2011.
The reporter learned from the just-concluded conference on military and civilian surveying and mapping development that during the 12th Five-Year Plan period the SBSM and SMBGSH will adopt the measures of establishing a coordination mechanism facilitating the military and civilian integrated development, improving the regulations and standards, and pushing forward achievement sharing and exchange as well as scientific and technological innovation cooperation, so as to gradually establish a win-win mapping system featuring integration of military and civilian purposes and combination of peacetime and wartime footing.
Meanwhile, it is important to make great efforts in developing major mapping projects including the geographic information infrastructure and the national space benchmark, and do a good job in the surveying and mapping work in the process of building digital China, monitoring the state geographical conditions and safeguarding China’s maritime rights and interests. It is essential to improve the comprehensive support capabilities and promote economic and social development by fully bringing out the military and civilian mapping advantages.
During the 12th Five-Year Plan period, the military and civilian mapping departments will carry out joint trainings and exercises on emergency support mainly intended to strengthen the collaborative cooperation on disaster-relief and other major operations and improve the emergency rapid mapping support capabilities. Moreover, the SBSM and SMBGSH will establish consultation mechanism and strengthen the top-level design and strategic planning to promote the military and civilian integrated mapping development which is expected to play an integral role in maintaining national security, expanding national interests, and serving the economic construction.
