"Russia will fight terrorism without hesitation and to the end," Russian President Dmitry Medvedev told the country's Security Council.

"I am confident that the police will make every effort to find and punish the masterminds of the Moscow metro attacks. The terrorists shall be destroyed!" Russian Prime Minister Vladimir Putin told during a trip to Krasnoyarsk.

"The American people stand united with the people of Russia in opposition to violent extremism and heinous terrorist attacks that demonstrate such disregard for human life, and we condemn these outrageous act," U.S. President Barack Obama told in a statement.

In February 2010, Chechen rebel leader Doku Umarov warned in an interview on a rebel-affiliated Website that "the zone of military operations will be extended to the territory of Russia (...) the war is coming to their cities."

"The secretary-general is confident that the Russian authorities will bring to justice the perpetrators of this heinous terrorist attack," a statement by the United Nations Secretary-General bureau said.
