The interaction between Russia and Kazakhstan is of particular importance

Joint Communiqué at the End of the Working Visit to the Republic of Kazakhstan of Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation:

Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation, paid a working visit to the Republic of Kazakhstan on May 13, 2011.

Minister of Foreign Affairs of the Russian Federation Sergey Lavrov and Minister of Foreign Affairs of the Republic of Kazakhstan Yerzhan Kazykhanov, having thoroughly discussed topical issues in Russian-Kazakh cooperation and international problems,

Guided by the principles of the Treaty of Friendship, Cooperation and Mutual Assistance between the Russian Federation and the Republic of Kazakhstan (25 May 1992), the Declaration between the Russian Federation and the Republic of Kazakhstan on Eternal Friendship and Alliance Oriented to the Twenty-first Century (6 July 1998), and other bilateral accords reached at the highest level,

Noting the high level of interaction between the two countries in key areas such as production and transportation of hydrocarbon resources to world markets, the peaceful utilization of atomic energy, space exploration, including effective use of Baikonur Cosmodrome in the interests of Russia and Kazakhstan and world science, the creation of a common scientific and technological space, and the close cultural, humanitarian and educational contacts,

Have declared as follows:

Relations of friendship, good neighborliness and strategic partnership in all areas are of particular importance to both countries and peoples, create the most favorable conditions for all-round deepening of the foreign policy collaboration of Russia and Kazakhstan and are a factor of stability and cooperation in the Eurasian space.

Of particular importance is the interaction between Russia and Kazakhstan for the purpose of further developing multifaceted regional cooperation in the CIS space, particularly by making the full use of the potentials of the Commonwealth and the Eurasian Economic Community, with priority focus on economic integration within the Customs Union and the Single Economic Space being formed – an effective mechanism in the face of the economic challenges of our time.

The parties reaffirm their commitment to further deepening of allied relations within the CSTO, the realization of the potential of the Organization in various areas of security in the region, the development of its relations with international and regional partners.

Cooperation in the struggle against international terrorism, transnational organized crime, drug and arms smuggling and in curbing the spread of all forms of extremism will be deepened on a regular basis.

The two sides will continue to deepen their close cooperation in the foreign policy sphere on a bilateral basis and within the UN, SCO, CICA, OSCE and other international organizations, developing the effective interaction that has evolved during the period of Kazakhstan’s chairmanship of the OSCE and the SCO and Russia's chairmanship of the CIS; in this context, they welcome the forthcoming Kazakh chairmanship in the 38th meeting of the Council of Foreign Ministers of the Organization of the Islamic Conference.

An important area is the development of bilateral inter-regional and cross-border cooperation, within whose framework the VIII Interregional Cooperation Forum with the participation of Heads of State is to be held in Astrakhan in the autumn of 2011.

The Ministries of Foreign Affairs of Russia and Kazakhstan, implementing a joint action plan for 2011, will continue to closely coordinate their efforts in the international arena in order to provide the most favorable external conditions for the pursuit of the policy for the further development, prosperity and rapprochement of the two countries and peoples, as defined by the Heads of State of Russia and Kazakhstan.
